Стимулирование Модернизации Российской Экономики: Нужна Новая Государственная Налоговая Политика

Abstract

В статье на основе проведенного анализа статистической и налоговой отчетности делается вывод о неспособности действующих в настоящее время в российской налоговой системе стимулирующих налоговых механизмов обеспечить модернизацию российской экономики. Предлагаются меры по проведению более активной налоговой политики. В частности, по мнению автора, следовало бы коренным образом пересмотреть роль прибыли и амортизации в формировании дополнительных финансовых ресурсов для финансирования инновационных и инвестиционных проектов, а также условия предоставления инвестиционного налогового кредита. Основное направление предлагаемых изменений автор видит в создании экономических условий, обеспечивающих направление средств, полученных налогоплательщиками от предоставленных налоговых льгот и преференций, на модернизацию российской экономики.
