Abstract

Данная статья носит полемический характер. В ней выражено особое мнение автора по судьбоносному проекту Концепции развития накопительного компонента пенсионной системы, разработанному Министерством здравоохранения и социального развития Российской Федерации. В статье показано, что пенсионное обеспечение в России представляет одну из острейших социально-экономических проблем. На основе сравнительного историко-экономического анализа дается описание и объяснение особенностей пенсионной реформы в России, показано место и роль негосударственных пенсионных фондов в пенсионной системе, дается аргументированная критика проекта Концепции, формулируются первостепенные задачи по совершенствованию пенсионной системы и обосновывается необходимость разработки целостной концепции развития пенсионной системы в долгосрочной перспективе.
