Abstract

Статья посвящена анализу и оценке эффективности инновационной деятельности (ИД) в регионе. В статье была поставлена цель, исследовать существующие методики эффективности и оценить их результативность. Уделено внимание базису и надстройки в ИД, назван коренной порок, несовместимый с культурой инновационного управления: кланово-корпоративный принцип кадровой политики на всех уровнях властной иерархии. Показано, что от качества управления мезорегиональной системой, зависит ее эффективность. В работе представлены авторские формулы расчета и структурные составляющие оценки эффективности ИД в различных сферах региона. Обоснован вывод о необходимости разработки комплексной методики оценки эффективности ИД в регионе, с учетом стартовых условий, инновационного потенциала и инновационной активности субъектов.
