Abstract

Важным механизмом развития сферы услуг в регионах является транспарентная социально селективная политика государства направленная на рост человеческого капитала. Институциональная составляющая сферы услуг может характеризоваться многоуровневостью, двойственностью, фрагментарностью. Селективная поддержка развития сферы услуг проблемных регионов РФ направлена на обеспечение достойных условий жизни граждан посредством создания сбалансированной системы специальных институтов и формирования у них устойчивых конкурентных преимуществ.
