Abstract

Снижение результативности инновационной деятельности в развитых странах может усилить экономическую стагнацию. Помочь преодолению этой тенденции способна сбалансированная долгосрочная поддержка фундаментальных исследований — «свободных», движимых исключительно любознательностью ученых, и «целевых», ориентированных на решение конкретных задач и поиск ответов на «большие вызовы». На примере Австрии продемонстрированы противоречия, присущие развитым инновационным системам. Авторы предлагают скорректировать механизмы стимулирования карьерного роста в академической сфере и усиливать концентрацию исследовательских компетенций за счет увеличения числа крупных академических организаций, финансируемых на постоянной основе.
