Оценивать По "Гамбургскому Счету"

Abstract

По данным статистики, в России в 2005 году насчитывалось 813 тыс. человек, занятых научными исследованиями и разработками. Удручающий показатель, если учитывать, что в 1992 году их было 1.5 млн. По доле затрат на исследования и разработки в ВВП страна занимает 30-е место в мире, затраты же на науку в расчете на одного ученого составляют около 19 тыс. долларов в год против 100 тыс. долларов в Китае, 131 тыс. в Германии и 147 тыс. в Корее. В рейтинге стран по числу статей в ведущих научных журналах мира мы находимся на 11-м месте. Отсутствие кардинальных положительных перемен в науке тормозит экономическое развитие страны. Каким же образом возможно стимулировать их начало? Редакция журнала обратились к Евгению Григорьевичу Ясину с просьбой прокомментировать тот исторический контекст, который привел к сегодняшней ситуации в отечественной науке, а также поделиться своими взглядами на пути выхода из сложившегося положения.
