Abstract

Статья посвящена исследованию системы институтов инновационного развития, которая на современном этапе характеризуется как несинхронная. Особый акцент сделан на анализе воспроизводственной структуры институтов инновационного развития, имеющихся ограничениях их развития и функциональных характеристиках. В основе регулирования и совершенствования системы институтов должны быть инновационный и модернизационный критерии. Необходима инновационная мотивация и объединение усилий власти, науки и бизнеса. При выработке ориентиров инновационного развития следует учитывать сигналы рынка интеллектуальной собственности. Институциональная система обладает потенциалом эффективного развития за счет сущностных характеристик институциональных связей, таких как гибкость, многоуровневость, многоаспектность, что необходимо использовать при институциональном управлении.
