Abstract

Статья посвящена вопросам развития образования и основных форм его финансирования, которые входят в число важнейших приоритетов экономической и бюджетной политики государства. Рассматриваются факторы повышения конкурентоспособности образования и улучшения его качества. Определяется поиск повышения конкурентоспособности образования, оптимального баланса и практик сочетания бюджетных и внебюджетных потоков финансирования, разработки и внедрения эффективной модели их использования. Описываются задачи обеспечения качества и доступности образования в зависимости от практики и господствующей теории его финансирования. Ставится вопрос о законодательном закреплении равенства между государственными и негосударственными общеобразовательными учреждениями. Раскрываются особенности вливания инвестиций в систему образования различного рода путями для достижения поставленных целей; описаны способы привлечения дополнительных инвестиций в качестве добровольных пожертвований в бюджет образовательного учреждения.
