Причины И Условия Неудач Внедрения Электронного Правительства

Abstract

Сбои и отказы присущи не только э-правительству, но и информационным системам в целом. Несомненно, что успешных примеров компьютеризации можно найти много, но разочарований больше. Авторы статьи не сгущают краски, рассматривая процесс внедрения электронного правительства в развивающихся странах: понятия «успех» и «провал» весьма субъективны. Результатом сложновыполнимого действия, считают они, должны стать государственные реформы или более высокий уровень гражданской активности, но все это даже с помощью электронных средств массовой информации не может быть сделано сразу. При этом можно не заметить позитивных моментов, которые часто возникают в результате внедрения системы, трансформации определенных представлений и взглядов. Практическая значимость исследования состоит в том, что материал необходим для учета при организации работ по теоретической разработке и осуществлению независимой информационной экспертизы информатизации органов власти.
