Политика Занятости: От Сокращения Безработицы До Предотвращения Социально-Экономической Эксклюзии

Abstract

Без комплексного подхода к политике занятости, ориентированной в широком плане на развитие человеческих ресурсов страны, сегодня невозможно обеспечить экономический рост. Современную политику занятости правомерно рассматривать не только с позиций минимизации безработицы, но и как важнейшую технологию предотвращения социально-экономического исключения человека и содействия развитию человеческого потенциала. В таком понимании находят отражение не только проблемы безработицы, но и необходимости формирования высокого качества человеческого капитала, регулирования оплаты труда, формирования адекватного современной стадии развития экономики спроса на труд и др. В статье анализируются этапы развития политики занятости в мире, определяются значимость и ключевые принципы современной политики занятости, представлены ее ограничения в России.
