Abstract

Данная статья определяет основные направления реализации Федерального закона «Об общих принципах организации местного самоуправления в Российской Федерации» №131 от 6 октября 2003 г. Рассмотрены вопросы определения объема полномочий органов местного самоуправления и их распределения между двумя уровнями муниципальной власти. Особое внимание уделено проблемам реализации реформы местного самоуправления в Поволжском регионе.
