Abstract

В статье раскрываются теория и практика разрешения национального вопроса в первые годы советской власти. Обосновывается тот факт, что учение В.И. Ленина, первые декреты, декларации и Конституции Республики Советов стали законодательным фундаментом советской национальной политики. Рассматриваются цели, задачи, структура и деятельность Народного комиссариата по делам национальностей РСФСР, государственного органа, призванного реализовывать программу по становлению национально-территориальной федерации, заложившей основы асимметрии федеративного устройства современной России. Выделяются гл ав ные особенности советской национальной политики в 1920 1930-х г г. с учетом внутригосударственных факторов и международной обстановки.
