Развитие Института Саморегулирования На Рынке Локальных Благ

Abstract

Статья посвящена анализу института саморегулирования на рынке локальных благ. Выявлена объективная основа для естественно-монопольного характера производства локальных благ. В процессе исследования использована методология теории общественного выбора, теории общего экономического равновесия, экономической теории благосостояния. Отражена противоречивость интересов субъектов рынка производителей и потребителей локальных благ. Обобщен опыт управления многоквартирными домами. В качестве института саморегулирования предлагается развитие товариществ собственников жилья. Становление института саморегулирования идет путем институционального проектирования, развития контрактных отношений, формирования отношений коллективной подчиненности, создания некоммерческих ассоциаций. Результаты исследования целесообразно использовать для оценки эффективности предоставления локальных благ на разных уровнях. Проведен анализ организационных, экономических, социальных и юридических проблем становления нового института института саморегулирования на рынке локальных благ.
