Abstract

Целью работы является анализ проблем формирования системы критериев и показателей оценки эффективности использования государственных финансовых средств. Эффективность государственного финансового контроля определяется оптимальным соотношением проверки законности, правильности и экономичности использования государственных средств. Предложены концептуальные и методические направления контроля. Исследуются нормативно-правовое обеспечение государственного и муниципального финансового контроля в России, проблемные вопросы и пути их решения. Обоснована концепция развития государственного и муниципального финансового контроля в России и необходимость ее утверждения на федеральном уровне.
