Abstract

Статья посвящена исследованию практики оценивания политик и программ в развитых странах и России. Проведена периодизация развития института оценивания в зарубежных странах, изложены основные методы и виды оценивания. Авторами осуществлено оценивание ДРОНДов субъектов РФ по модели рейтингования PART США (Program Assessment Rating Tool) с учетом классификации показателей, оценивающих программу, проект, реформу, на непосредственные и конечные. Предложено дополнение методики PART в части ранжирования программных показателей дополнительным блоком (показателями промежуточных результатов).
