Abstract

Дана математическая формализация явления коррупции в трехуровневых системах управления веерной структуры. Рассмотрение проведено на примере системы контроля качества поверхностных вод. В предложенной модели предусмотрено наказание (штраф) обоих участников коррупционных отношений. Решение построено методом имитационного моделирования. Приведены характерные примеры. Выявлены причины возникновения коррупции в многоуровневых системах управления и условия ее искоренения.
