Abstract

В статье анализируются проблемы реализации среднесрочного финансового планирования, рассматриваются практика и возможности использования органами исполнительной власти субъектов Федерации и муниципальных образований в качестве инструмента среднесрочного финансового планирования докладов о результатах и основных направлениях деятельности субъектов бюджетного планирования. Сопоставляются вопросы местного значения и бюджетная обеспеченность районных и сельских муниципальных образований, тенденции бюджетной и налоговой политики, возможности финансирования и исполнения расходных обязательств местными органами власти.
