Abstract

В статье предпринята попытка показать непоследовательность и эклектичность текущей государственной политики в области науки, техники и инноваций в РФ. На конкретных примерах рассмотрено негативное влияние недостатков целеполагания на результативность инновационной политики. Это проявляется в выборе стратегических ориентиров развития, в недостаточной системности, некомплексности и непоследовательности реализуемых мероприятий, в несоответствии выбираемых инструментов уровню развития рыночных отношений в стране, зрелости институциональной структуры, возможностям научно-производственного комплекса.
