Abstract

В статье предлагается методический подход, позволяющий сравнивать варианты развития ТЭК с точки зрения относительной легкости их реализации. Он даст возможность приближенно оценивать показатели инерционности и определять уменьшение сроков реализации крупномасштабных проектов и программ и их полной (прямой и косвенной) капиталоемкости за счет импорта оборудования, снижения материалоемкости и других факторов. Действенность предлагаемого подхода иллюстрируется на примере прогнозируемого ускоренного развития электроэнергетики.
