Особенности Субфедеральной Бюджетной Политики (На Примере Новосибирской Области)

Abstract

В статье выявляются условия формирования финансовой базы местного самоуправления, рассматривается структура местных бюджетов Новосибирской области, выполнен анализ характеристик неоднородности бюджетных показателей до и после выделения средств муниципальным образованиям из областного бюджета, проведена оценка межтерриториальной дифференциации бюджетной обеспеченности муниципалитетов Новосибирской области. Исследуется связь между безвозмездными перечислениями и налоговыми и неналоговыми доходами муниципалитетов, оценен предельный эффект увеличения налогов, поступающих в местные бюджеты.
