Каким Должен Быть Уровень Инфляции? (О Значении Давних Дискуссий Для Определения Сегодняшней Стратегии Развития России)

Abstract

Цель статьи показать, что в действительности каждой экономике в конкретный момент присущ свой, вполне определенный уровень инфляции. Уровни инфляции могут варьировать весьма значительно (в зависимости от экономической ситуации) и должны оцениваться в динамике. Они включают составляющую, связанную со степенью трансформации производственного аппарата, которая определяет «нормальный» уровень инфляции. Другая составляющая, отражающая влияние дополнительных инвестиций, которые могут оказаться необходимыми для компенсации предыдущего периода декапитализации российской экономики, варьирует на протяжении инвестиционного цикла. Это позволяет прогнозировать колебания инфляции вокруг «нормального» уровня, учет которых и должен стать основой для определения приемлемого с социальной и политической точек зрения уровня инфляции в рамках определенной стратегии развития.
