Задача Снижения Зависимости Российской Экономики От Сырьевого Экспорта И Альтернативы Экономической Политики

Abstract

В статье рассмотрены причины и последствия высокой зависимости социально-экономического развития России от конъюнктуры мировых цен на углеводородное сырье и объемов его добычи. Проанализирован механизм этой зависимости с использованием модели централизованно управляемой экономики с отсутствием технического прогресса. Показано, что в ней при росте добычи сырья или цен на него возникает «голландская болезнь», являющаяся, следовательно, парадоксом экономического развития открытой экономики, имеющим ресурсно-технологический и структурный характер. Получен вывод о неполном использовании возможности роста благосостояния в условиях «голландской болезни» в случае ограничения государством экспорта сырья для сохранения торгуемого сектора. Сформулировано положение о необходимости роста производительности труда в российской экономике для снижения ее зависимости от нефтегазового экспорта.
