Abstract

Практика регионального планирования многое впитала от прежних административных методов управления. Целевые программы зачастую формируются подобно планам, как совокупность директивных адресных заданий финансируемых из плановых источников; их инвестиционные запросы явно не соответствуют возможностям государственного бюджета. Их разработка должна носить научно-обоснованный характер.Practice of regional planning has absorbed much from former administrative management methods. Target programs are frequently formed like plans, as set of directive address tasks financed of planned sources; their investment inquiries obviously mismatch possibilities of the state budget. Their working out should have the scientifically-proved character.
