Abstract

Статья «Современные пути совершенствования управление муниципальными расходами» дает анализ возможностей повышения эффективности бюджетных расходов в соответствии с теоретическими предложениями на этот счет и имеющейся зарубежной и отечественной практикой совершенствования управление муниципальными расходами. В рамках анализа международного опыта рассматриваются два основных подхода к повышению эффективности и результативности государственной политики: «Комплексное среднесрочное планирование расходов в рамках жестких бюджетных ограничений (MTEF)» и «бюджетирование, ориентированное на результат». Проводится анализ основных принципов их реализации и российские условия их проведения.
