Abstract

Учитывая важность формирования и развития региональных инновационных систем (RIS) для становления инновационной экономики в регионах, раскрывается ее сущность. Предлагается модель РИС состоящая из взаимодействующих и взаимосвязанных подсистем и элементов. Обосновывается необходимость оценки уровня инновационного потенциала и определения его предельных значений как фактора формирования РИС, возможности ее создания.Considering importance of formation and development regional innovative systems RIS for formation of innovative economy in regions, its essence reveals. The model of RIS consisting of the cooperating and interconnected subsystems and elements is offered. The necessity of an estimation of level of innovative potential and definition of its limiting values as factor of formation RIS, possibilities of its creation is proved
