Abstract

Статья посвящена проблемам социально-экономических преобразований, происходящих в современной России и сопровождающихся смещением центра экономической реформы на муниципальный уровень в регионы. Рассматриваются тенденции развития муниципальных образований и соответствующие перераспределение доходных источников бюджетов и изменение расходных полномочий различных уровней публичной власти в условиях консервации расходной структуры местных бюджетовThe article is devoted to problems of socio-economic transformation taking place in modern Russia and accompanied by displacement of the economic reform center at the municipal level in regions. Trends of municipalities development and corresponding reallocation of budgets and revenue sources change expenditure responsibilities of various levels of public authority in terms of conservation expenditure structure of local budgets are considered.
