Федеральный Закон «О Свободном Порте Владивосток»: Дополнительный Аргумент Необходимости Разработки Государственной Концепции Особой Экономической Зоны

Abstract

Российское законодательство предусматривает возможность создания целого ряда экономических зон со специальным режимом специальная экономическая зона, особая экономическая зона, территория опережающего развития, зона территориального развития. Низкая экономическая эффективность деятельности уже существующих зон и коррупционная составляющая их функционирования ставят вопрос о необходимости разработки государственной концепции института особой экономической зоны. Анализируемый Федеральный закон «О свободном порте Владивостока» подтверждает эту идею.
