Abstract

В статье изучаются общественные организации (некоммерческие общества и союзы) Владивостока в 1870-1917 гг Деятельность организаций, направленная на решение наиболее актуальных вопросов жизни города, отражает динамику его развития в периоды действия порто-франко (вольной гавани, свободного порта) в 1862-1900 и 1904-1909 годах. По мере развития города острейшей проблемой были вопросы хозяйственного обустройства, культурного досуга; с началом 1900-х - спортивного досуга и улучшения быта. Авторы приходят к выводу об активности местного населения, поддержке местного самоуправления, формировании общей стратегии муниципальной политики, «обратной связи» населения и власти.
