Abstract

Информация всегда рассматривалась как ресурс, который имеет определенное значение. При этом преимущества обычно были на стороне того, кто владеет информацией. Сфера создания, обращения и уничтожения информационных ресурсов является сферой применения правовых регуляторов в глобальном, мировом масштабе. Одновременно с установлением правовой характеристики, правового режима объекта отношений (информационных ресурсов в разных формах) потребовалось урегулирование правового статуса субъектов, нормативное определение их прав. Возникла необходимость в создании законодательной базы в области информации и информатизации общества.
