Abstract

В статье обоснована важность софинансирвования фонда социального страхования в сложившейся экономической ситуации, предлагается изменение структуры ставок страховых выплат, в большей степени отвечающее защитной функции социального страхования. Предлагаются способы повышения мотивации населения к участию в социальном страховании и сокращения государственного финансирования. Рассматривается модель финансирования фонда социального страхования на основе паритетного участия работников и работодателей, которая позволяет исполнить запланированные обязательства фонда социального страхования с профицитом и реализовать перераспределительную функцию обязательных изъятий при соблюдении имущественных интересов участников
