Abstract

В статье рассмотрены причины отставания России по уровню развития НИОКР от ведущих стран с развитой рыночной экономикой. Обоснована необходимость государственного финансирования НИОКР в России на данном этапе. Проводится анализ системы создания и распространения технологий в директивной плановой экономике, действующей в советский период и в условиях рынка на современном этапе. Определены направления развития прикладных исследований. Выявлены основные проблемы коммерциализации научно-технических разработок и предложены пути их решения
