Abstract

Кардинальные изменения механизма взимания налога на имущество приведут к резкому увеличению налогового бремени, а значит, как результат, к возможному уклонению от уплаты налога. Но применяемая в России налогооблагаемая база налога на имущество в виде остаточной (балансовой) стоимости, весьма далека от реальной стоимости соответствующего имущества, более того, такая ситуация не только уменьшает доходную часть бюджета, но несколько искажает функциональную составляющую имущества как средства производительности. В данной ситуации Государственная задача сводится к сбалансированному применению нового механизма взимания налога на имущество, который будет учитывать интересы всех сторон налогообложения, т.е. развивать и укреплять в новых условиях эффективное взаимоотношение между органами власти, бизнесом и обществом
