Оценка Эффективности Геологоразведочных Проектов, Реализуемых По Схеме Государственно-Частного Партнерства

Abstract

Мировой опыт показывает, что различные формы государственно-частного партнерства (ГЧП) получили наибольшее распространение в категории долгосрочных проектов с большими объемами затрат и высокими сроками окупаемости. Введение ГЧП в сфере недропользования, объединит ресурсы и усилия государства и бизнеса и приведет к рациональному комплексному использованию государственных недр. Проекты на основе государственно-частного партнерства обычно с длительным сроком реализации, что как раз подходит для сфер недропользования, проект которой обычно продолжаются от 3–5 лет и более. В статье выявлены основные проблемы недропользования. Рассмотрен зарубежный опыт юниорных геологоразведочных организаций и описаны факторы создания геологоразведочного бизнеса. Предложена модель оценки эффективности проектов на основе государственно-частного партнерства в сфере недропользования.
