Российские Железные Дороги: Опыт Реформирования Естественной Монополии

Abstract

Статья посвящена процессам реформирования естественной монополи на примере российских железных дорог. Показано, что юридическая база 90-х, определяющая специфику естественных монополий, формировалась для целей приватизации, а не для условий нормального функционирования российской экономики. В связи с накопленным опытом требуется корректировка законодательства в этой области.
