Сберегательно-Ориентированная Модель Прогрессивного Налогообложения Доходов Физических Лиц

Abstract

В статье рассматриваются теоретические и методологические аспекты перехода от действующей с 2001 г. по настоящее время единой налоговой ставки налога на доходы физических лиц к прогрессивной шкале налогообложения, вопросы воздействия прогрессивного налогообложения доходов физических лиц на национальную норму сбережений. Проведен анализ зависимости нормы сбережений от уровня текущих доходов на основе эмпирических данных. основная идея работы связана с необходимостью оценки влияния нелинейной шкалы на формирование национальных сбережений как одного из факторов экономического роста. на основании анализа эмпирических данных выборочных обследований домашних хозяйств разработана дискриминационная модель прогрессивной шкалы налога на доходы физических лиц. отдельного внимания заслуживает сформулированная в настоящей статье теория об особенностях сберегательного поведения среднего и наиболее обеспеченного классов населения, позволяющая объяснить множество экономических явлений.
