Бюджетирование, Ориентированное На Результат: Опыт Китая

Abstract

Китай — многонаселенная страна, которая проходит через период трансформации институциональной среды и модели экономического развития. Решение целого спектра задач, связанного с ускоренной урбанизацией, комплексной проблемой развития сельского хозяйства и деревни, является большой нагрузкой на бюджетную систему. Бюджетная система Китая отличается авторитарностью, наличием раздробленной неформальной институциональной среды. Несколько лет назад Китай начал поступательное реформирование бюджетной системы в соответствии с принципами бюджетирования, ориентированного на результат (БОР). Общая стратегия реформы предполагает предварительное внедрение элементов БОР на отдельных экспериментальных участках, что впоследствии должно способствовать возникновению «цепной реакции», дальнейшему распространению реформы по всей бюджетной системе, совершенствованию административного устройства государства.
