Abstract

Due to historic and systemic reasons, economic efficiency of state owned enterprises (SOEs) in the Republic of China has obviously declined by the mid-1990s, large and medium-size SOEs encountered serious losses. To help them get out of difficulties, a new Government team proposed a three years program of reorganization, restructuring, management reinforcement, and establishing a modern management system in key SOEs. This goal has been in general achieved by the end of 2000. The author analyzes lessons to be learned from the Chinese Government's experience, considering both successful measures and problems left.
