Abstract

В статье проводится экономико-теоретический анализ методических основ перехода на систему долгосрочного тарифообразования в экономике России. Выявляются проблемы выдавливания из себестоимости услуг в энергетике и водоснабжении РФ амортизации основных средств и, наоборот, появления в стоимости услуг нового элемента премии за риск. Выдвинута гипотеза о том, что в экономике российских регулируемых организаций происходит замещение явных бухгалтерских издержек неявными альтернативными издержками.
