Abstract

В статье дается критический анализ методологических подходов к государственно-частным партнерствам (ГЧП) в России с точки зрения исследователей и практиков. Объясняются причины и последствия широкого толкования в литературе и государственной политике самого понятия партнерства, приводящего к игнорированию ключевых характеристик ГЧП. Статья показывает, что искаженное понимание сути партнерских отношений привело к завышенным данным о численности партнерств на муниципаль бюьном уровне.
