ДОЛУЧЕННЯ УКРАЇНИ ДО ЄВРОПЕЙСЬКИХ НАУКОМЕТРИЧНИХ СИСТЕМ // Joining of Ukraine to the European scientific and metric systems

At the present stage of development it is necessary to form the knowledge which structures knowledge as the object of management. In conditions of technological globalism there are structural changes in the information environment of countries. Scientific metrics is sufficiently developed in other countries, especially in the EU. The article contains the description of the first index calculation system of scientific references called Science Citation Index (SCI). The main advantage of this project was searching for information not only by the author and thematic categories, but also by the list of cited literature. The authors define the scientific and metric base in the following way: scientific and metric database (SMBD) is the bibliographic and abstract database with the tools for tracking citations of articles published in scientific journals. The most prominent European scientific and metric bases are examined. The authors show that the bases have the performance assessment tools which track down the impact of scientific papers and publications of individual scientists and research institutions. The state of crisis in scientific and technological activities inUkraine as well as the economy as a whole, needs immediate organization of national scientific and metric system. На сучасному етапі розвитку країн, в умовах техноглобалізму, відбуваються структурні зміни в інформаційному середовищі. Тому необхідним є формування бази знань, що структурує знання як об’єкт управління. Цим займається наукометрія, що досить розвинута в країнах Євросоюзу. В статті подано опис першої системи розрахунку індексу наукових посилань — Science Citation Index (SCI). Основним надбанням цього проекту була можливість пошуку інформації не лише за автором чи тематичним рубрикатором, а й за списком цитованої літератури. Подано визначення наукометричної бази у такому вигляді: наукометрична база даних (НМБД) – це бібліографічна і реферативна база даних з інструментами для відстеження цитованості статей, опублікованих у наукових виданнях. Розглянуто найбільш авторитетні європейські наукометричні бази. Показано, що вони мають інструменти оцінки продуктивності, які дозволяють відстежувати вплив наукових робіт і публікацій, окремих вчених і науково-дослідних установ. В Україні кризовий стан у галузі наукової та науково-технічної діяльності, як і в економіці в цілому, потребує негайної організації загальнодержавної наукометричної системи.
