РОЗВИТОК ВТОРИННОГО РИНКУ ІПОТЕЧНОГО КРЕДИТУВАННЯ ПІДПРИЄМСТВ АПК // Development of the secondary market of mortgage lending the enterprises of agroindustrial complex

Investigated the prospects for development of the secondary mortgage market of agricultural enterprises. Identified problems that hinder refinance mortgages of land and farms, namely the absence of an organized land market, which blocks the functioning of the land as collateral, and the rights of its lease, and the lack of a legal, methodical and infrastructural support such operations. To solve these problems, a basis of the state's financial and land agency - the state financial control in the agricultural sector, on the MDM assigned as the special financial intermediary operations mortgage refinancing farms. Досліджено перспективи розвитку вторинного ринку іпотечного кредитування підприємств АПК. Визначено проблеми, які стають на заваді рефінансуванню земельно-іпотечних кредитів сільгосппідприємств, а саме: відсутність організованого земельного ринку, що блокує функціонування застави землі та права її оренди, а також відсутність правового, методичного та інфраструктурного забезпечення проведення таких операцій. Для вирішення зазначених проблем запропоновано заснування Державної фінансово-земельної агенції – державного фінансового регулятора в АПК, на якого покладаються функції спеціального фінансовогопосередника в операціях рефінансування іпотечних кредитів сільгосппідприємств.
