СТАН ВПРОВАДЖЕННЯ СЕРЕДНЬОСТРОКОВОГО БЮДЖЕТНОГО ПЛАНУВАННЯ В УКРАЇНІ: ПРОБЛЕМИ ТА ПЕРСПЕКТИВИ // The state of medium-term budgetary planning introduction in Ukraine: problems and prospects

In the article are investigated the stages of introduction the system of medium-term budgetary planning within the framework of The Strategy of the public finance management, the system of main budget indicators is defined. According to this Strategy, the first step of reforming the budget planning system is introduction of medium-term budget prognostication. Medium-term budget prognostication is defined in Budgetary Code of Ukraine and introduced in The Prognosis of State budget on 2013-2014 years. The analysis of achievement of the budget indicators, defined in The Prognosis of State budget on 2013-2014 years is carried out, particularly the prognosis and actual government spending according to functional budget classification are compared. Comparison of the key indicators, such as state debt, the deficit of the state budget and capital expenditures defined in the main strategic documents: The Program of Economic Reforms on 2010–2014 years, Medium-term Strategy Of State Debt Management on 2013-2015 years and The Prognosis of State budget on 2013–2014 years is carried out. Recommendations in relation to the remove the disproportions in the field of budgetary spending are suggested. Досліджено етапи впровадження середньострокового бюджетного планування в Україні в межах реалізації Стратегії розвитку системи управління державними фінансами, визначено систему індикативних бюджетних показників. Згідно з даною Стратегією, першим етапомреформування системи бюджетного планування є впровадження середньострокового бюджетного прогнозування. Середньострокове бюджетне прогнозування визначене Бюджетним кодексом України та вперше впроваджене у Прогнозі Державного бюджету на2013–2014 роки. Здійснено аналіз виконання індикаторів, визначених у Прогнозі Державногобюджету на 2013–2014 роки, зокрема порівняння прогнозних та фактичних значень державнихвидатків за функціональною класифікацією, а також досліджено рівень взаємоузгодженості стратегічних бюджетних документів в Україні. Зокрема здійснено порівняння ключових показників, таких як державний борг, дефіцит державного бюджету та капітальні видатки на середньострокову перспективу у стратегічних державних документах: Програма економічних реформ на 2010–2014 роки, Середньострокова стратегія управління державним боргом на 2013–2015 роки та Прогноз Державного бюджету на 2013–2014 роки. Надано рекомендації щодо усунення бюджетних диспропорцій у сфері бюджетних видатків.
