МОДЕЛЬ СИСТЕМИ ДЕРЖАВНОГО ФІНАНСОВОГО КОНТРОЛЮ ЗЕМЕЛЬНИХ ВІДНОСИН В УКРАЇНІ // Model of state financial control land relations in Ukraine

The article substantiates the need for a systematic approach to the study of the problems of state financial control of land relations in Ukraine. It was found that in the scientific literature more attention paid to the study of the internal structure of the state financial control, excluding the effect of environmental factors. At the same time the unity of the latter and the system determines its relationship to objective economic laws. There are several approaches to the treatment of external environments, one of which is a model of a hierarchical structure of the latter. Applying it to the formation of the control system, the thesis developed a descriptive model of the system of state financial control of land relations, based on the elements of the external structure (factors of influence on the internal structure) and the internal structure of the elements (subjects, objects, object, methods, results and control parameters) and covers the processes of formation of state and local budgets, allocation and use of budgetary funds. The article highlights the following factors influence the external environment on the internal structure of the control system: economic (ownership of land); legal (regulatory support the functioning of the land market); socio-ideological (attitude and willingness of society to the introduction of a land market); research (the study of problems of the land market and the problems of state financial control). The influence of these factors on the subject of state control will help to change the entire control system, because it is the specificity of the object determines the characteristics of its formation. System of state control of land relations is an open system, which responds to the impact of the external environment, but at the same time remains stable and adaptive. Обгрунтовано необхідність використання системного підходу під час дослідження проблем державного фінансового контролю земельних відносин в Україні. З’ясовано, що в науковій літературі більше уваги приділено дослідженню внутрішньої структури системи державного фінансового контролю без врахування впливу факторів зовнішнього середовища. Водночас єдність останнього та системи визначає її взаємозв’язок з дією об’єктивних економічнихзаконів. Існує декілька підходів до трактування зовнішнього середовища, одним з яких є модель ієрархічної структури останнього. Застосувавши її до формування контрольної системи, ми розробили дескриптивну модель системи державного фінансового контролю земельних відносин,яка базується на елементах зовнішньої структури (фактори впливу на внутрішню структуру) та елементах внутрішньої структури (суб’єкти, об’єкти, предмет, методи, результати іпараметри контролю) і охоплює процеси формування державного та місцевого бюджетів, розподілу та використання бюджетних коштів. Виділено такі фактори впливу зовнішнього середовища на внутрішню структуру контрольної системи: економічні (власність на землю);правові (нормативно-правове забезпечення функціонування ринку землі); соціально-ідеологічні (ставлення та готовність суспільства до впровадження ринку землі); наукові (дослідження проблем ринку землі та проблем державного фінансового контролю). Вплив зазначених факторів на об’єкт державного фінансового контролю сприятиме зміні всієї контрольної системи, оскільки саме специфіка об’єкта визначає особливості її формування. Система державного фінансового контролю земельних відносин є відкритою системою, яка реагує на вплив зовнішнього середовища, але водночас залишається стійкою та адаптивною.
