СИСТЕМА ДЕРЖАВНОЇ ПІДТРИМКИ ТА СПРИЯННЯ РОЗВИТКУ ПІДПРИЄМНИЦТВА В УКРАЇНІ // State support and promote the development of entrepreneurship in Ukraine

Given the instability of the economic and tax legislation of Ukraine, with the imperfection of the legal framework, particularly challenging is the development of enterprise and entrepreneurship in the country. Therefore, one of the tasks of restructuring the Ukrainian state - to find a balance between government regulation and market self-regulation. Government regulation of business is the application of various methods of influencing the activities of business organizations. State support of entrepreneurship involves the creation of an enabling institutional and economic environment for business development. Basis for solving problems to enhance business development in Ukraine is the formation of an adequate regulatory framework. Therefore, in order to systematize the legal framework, the article presents a generalized list of documents of the legal framework governing business in the Ukraine at the state level. Generalized list of documents of the legal framework outlined in seven interconnected blocks, namely: general, state control in the sphere of economic activity, regulatory policy, licensing system, state registration, licensing and industry tips. В умовах економічної нестабільності, при недосконалості нормативно-правової бази в Україні, особливо складним є розвиток підприємств та підприємництва в країні. Тому, одне з завдань перебудови Української держави – знайти розумне співвідношення між державним регулюванням і ринковим саморегулюванням.Державне регулювання підприємництва полягає у застосовуванні різних методів впливу на діяльність підприємницьких структур. Державна підтримка підприємництва передбачає створення сприятливих організаційних та економічних умов для розвитку підприємництва. Основою вирішення завдань з активізації розвитку бізнесу в Україні, є формування адекватної нормативно-правової бази. Тому, з метою систематизації законодавчої бази, в статті наведено узагальнений перелік документів нормативно-правової бази, що регламентують підприємницьку діяльність в Україні на рівні держави. Узагальнений перелік документів нормативно-правової бази виокремлено в сім взаємопов’язаних блоків, а саме: загальні питання, державний контроль у сфері господарської діяльності, регуляторна політика, дозвільна система, державна реєстрація, ліцензування і галузеві ради.
