The necessity of considering the problem of increasing the functional efficiency of water-supply and sanitation company as a complex system of production and economic in terms of the theory of efficiency and systems analysis was substantiated in the article. From this position, a method of decomposition of the problem was proposed and the «objectives tree» was built, which sub-goals reflect the specific features of the object and the problem to be solved, thereby integrating the aspects of the business. The basic steps of the complex decision problem of increasing the efficiency of water-supply company as a complex hierarchical production system comprising a plurality of sub various ranks due to the hierarchic nature of the system of water-supply and sanitation and features of the functioning of its structural elements were described. Обгрунтовано необхідність розгляду завдання підвищення ефективності функціонування водопостачального підприємства з позицій теорії ефективності та системного аналізу та запропоновано спосіб її декомпозиції з метою комплексного врахування аспектів функціонування підприємства як складної виробничої та економічної системи.
