АНАЛІЗ ФАКТОРІВ ВПЛИВУ НА ПРОЦЕСИ УПРАВЛІННЯ ФОРМУВАННЯМ І ВИКОРИСТАННЯМ КАПІТАЛУ ПІДПРИЄМСТВ АГРАРНОЇ ГАЛУЗІ // Analysis of the factors influencing the management processes of capital formation and use of the agricultural sector

The factors influencing the capital formation management and use at agricultural enterprises are investigated. The diagnostics of all components of financial security system is carried out. It is proved that the greatest influence on the formation and functioning of capital in the industry is the state support of agriculture, which can be divided into direct financial support through budget allocations and indirect, i.e. through the special modes and mechanisms of taxation of agriculture. The article proves that there are still certain contradictions of this mechanism, which are as follows: disparities in the availability of concessional resources to all subjects (especially small and medium enterprises); lack of market mechanism of financial support; lack of a single criterion for the selection of subjects and objects of lending; purposes, limit and the amount of credit to a single borrower; lack of transparency and complexity of a concessional loan mechanism and procedures for compensation of interest on them. Досліджено фактори впливу на процеси управління формуванням і використанням капіталу підприємств аграрної галузі. Здійснено діагностику усіх складових його системи фінансового забезпечення. Обґрунтовано, що найбільше впливає на процеси формування та функціонування капіталу галузі державна підтримка сільського господарства, яку умовно можна розділити на пряму фінансову підтримку через бюджетні асигнування та опосередковану – через спеціальні режими та механізми оподаткування суб’єктів сільського господарства. Аргументовано, що досі існують певні протиріччя цього механізму, які полягають у диспропорції щодо доступу всіх суб’єктів до джерел пільгових ресурсів (особливо, що стосується малого та середнього бізнесу); відсутності ринкового механізму фінансової підтримки; відсутності єдиної критеріальної бази щодо відбору суб’єктів та об’єктів кредитування, цілей, ліміту та розміру кредиту на одного позичальника; відсутності прозорості та складності механізму пільгового кредитування та процедури компенсації відсотків за ними.
