Abstract
The alignment of the national administration to the European values, in the context in which this is an essential requirement in the process of integration can be achieved by strengthening public administration and raising it to a modern level. However, this achievement is possible only by taking into consideration the persons vested with the exercise of public functions. Therefore, to increase the quality of the public servant, their training and improvement in agreement with the EU, but under the conditions existing at the national level should be considered. The current European context requires taking strategic decisions in order to improve efficiency and performance in public administration, therefore specialization and improvement being fundamental elements of the public administration reform. Moreover, without doubt, the public administration in our country will work in optimal conditions and will meet in the interests of public an efficient manner, if public officials are trained, competent and able to meet the requirements of the accession to the European Union. This can be ensured by a constant preparation which would allow civil servants to maintain a permanent contact with the innovations in their field of activity. Analyzing the issue of continue improvement of the public servants, we must keep in mind that it ensures the achievement at a higher level of quality education and more operational of their tasks, the result of instruction and training of civil servants work reflecting improved efficiency in public administration .
