Model for Measuring Korean Administrative Corruption: Focusing on the Application of the AHP Method

Abstract

The purpose of this research is to review the characteristics, contributions, and limitations of the existing corruption index measurement models by comparison and analysis. Based upon such review, I intend to provide a more logical and systematic alternative model utilizing AHP method. First, I suggest the corruption index calculation method as a procedural process. Second, I applied the AHP method and put weighted values to the items, elements, and index of measurement and, thereby, enable the prioritization of items, elements, and index of measurement. Third, I suggest a desirable model for measuring administrative corruption index for the future by overcoming the limitations of the existing models. Finally, I present five expected effects and utilities of the new model which can overcome the existing limitations.
