The Evolution of the Labor Movement in the Face of Authoritarian Industrialization: A Comparison of South Korea and Taiwan

Abstract

In Taiwan, Martial law was eliminated in 1987 and South Korea also witnessed sudden political reform programmes in the same year. After this period, long suppressed grievances of the workers suddenly started to burst out. Violent labour disputes took place in a lot of workplaces and labour union organization activities greatly expanded. In comparing the two countries, South Korean workers have capitalized more successfully on such political opportunities after that period and this is illustrated by the following factors, i) higher level of labour disputes after mid-1987, ii) higher level of union organization activities in South Korea than Taiwan, iii) higher rates of wage increase in South Korea than in Taiwan
