Indecent Exposure in Developing Country Debt

Abstract

This paper reviews the continuing seriousness of the LDC debt overhang. This review suggests that the problem belongs to the category of the wcllknown “tragedy of the commons†and, th us, there may be a need I to better monitor and regulate such activity in the future.
